WASHINGTON, Sept. 19 -- Rep. Lloyd Smucker, R-Pennsylvania, ranking Republican member of the House Education and Labor subcommittee on Higher Education and Workforce Investment, issued the following opening statement at a hearing on the Public Service Loan Forgiveness Program:
