MIAMI, Florida, Sept. 4 -- Rep. Donna Shalala, D-Florida, issued the following statement in response to Health and Human Services Inspector General releasing two reports detailing the extreme negligence at facilities that cared for unaccompanied children who migrated to the U.S.:
