WASHINGTON, Sept. 3 -- Sen. Patrick Leahy, D-Vermont, vice chairman of the Senate Appropriations Committee, issued the following joint statement with Sens. Richard J. Durbin, D-Illinois, and Brian Schatz, D-Hawaii, in reaction to President Trump building the border wall using military fund:
