MIAMI, Florida, Aug. 21 -- Rep. Debbie Mucarsel-Powell, D-Florida, a member of the House Judiciary Committee, issued the following statement after the Trump administration released a proposed rule to replace the Flores settlement agreement and allow for indefinite detention of migrant families until their cases are adjudicated:
