WASHINGTON, Aug. 16 -- Rep. Elijah E. Cummings, D-Maryland, chairman of the House Oversight and Reform Committee, issued the following statement in response to a report by the State Department Inspector General finding violations of personnel policies and retribution against career Department employees:
