Contradicting years of federal policy, the Trump Administration today made final a rule proposed by the Department of Homeland Security (DHS) in October 2018 that would make it difficult for many legal immigrants to come to the United States or receive green cards if they have used benefits such as Medicaid, housing assistance, and Supplemental Nutrition Assistance Program (SNAP), among others. . . .
