WASHINGTON, Aug. 5 -- Reps. Steny H. Hoyer, D-Maryland, and Eleanor Holmes Norton, D-D.C., issued the following statement on the Department of Agriculture Inspector General's report examining the legality, rationale, and process used to develop the proposed relocation of two agencies the Economic Research Service and National Institute for Food and Agriculture:
