DECATUR, Georgia, Aug. 5 -- Rep. Henry C. 'Hank' Johnson Jr., D-Georgia, chairman of the House Judiciary subcommittee on Courts, Intellectual Property and Internet, issued the following statement after the mass shootings in El Paso, Texas, and Dayton, Ohio:
