WASHINGTON, Feb. 14 -- Rep. Robin Kelly, D-Illinois, issued the following statement on President Trump's plan to issue an unconstitutional "Emergency Declaration":
"The experts are clear, there is NO crisis at the Southern Border. The only emergencies are the manufactured crises of President Donald Trump.
"He shut down the government for weeks; he made 800,000 federal workers and their families go without paychecks; and he has repeatedly used border . . .
