WASHINGTON, Oct. 11 -- The Senate Energy and Natural Resources Committee issued the following testimony by Juan Torres, associate laboratory director for energy systems integration at the Department of Energy's National Renewable Energy Laboratory, at a hearing to examine blackstart and other system restoration plans in the electric utility industry:
