ATLANTA, Georgia, Dec. 28 -- The Carter Center issued the following statement on its international election observation mission to Liberia's presidential runoff:
This is the Carter Center's preliminary report on the Dec. 26 voting and counting processes for Liberia's presidential runoff election. It is important to note that the election process is ongoing and that there are still important steps to be completed before the Center can provide
