Today, the Federal Energy Regulatory Commission (FERC) voted out its Final Rule regarding the centralized electric power markets operated by Regional Transmission Organizations (RTOs). APPA believes the Final Rule is a huge missed opportunity, and is accordingly deeply disappointed.
