ZEELAND, Mich., Dec. 27 -- The Zeeland City Council issued the following meeting minutes:

Pursuant to notice being duly given, a special meeting of the Common Council was held in the Council Chambers of City Hall on Thursday, December 27, 2007. Mayor Hoogland called the meeting to order at
