WASHINGTON, Aug. 21 -- Rep. Carolyn B. Maloney, D-N.Y., has introduced legislation (H.R. 4197) to "authorize the Secretary of Housing and Urban Development to make grants to nonprofit community organizations for the development of open space on municipally owned vacant lots in urban areas."
