WASHINGTON, Dec. 16 -- Rep. Joaquin Castro, D-Texas, has introduced legislation (H.R. 8954) to "reform the process by which temporary nonagricultural workers' visas are allocated." The bill was introduced on Dec. 14 and has seven co-sponsors. Co-sponsors include Reps. Judy Chu, D-Calif., Karen Bass, D-Calif., Linda T.
