Gov. Kemp: Power Grid Technology Leader Breaks Ground in West Georgia
Today, Governor Brian P. Kemp announced that PFIFFNER Group, an international leader in technology solutions for energy, is investing an estimated $18.5 million in a new manufacturing facility in Franklin, Georgia, creating up to 60 new full-time jobs in Heard County over the next 10 years. Joined by local leadership, company executives broke ground on the facility today.
"PFIFFNER Group joins a growing listof international business partners who choose to create jobs in Georgia because they know it is a good bet," said Governor Brian Kemp. "This particular project will not only add to our strong manufacturing sector, it will also produce critical infrastructure for power generation, ensuring our state has a reliable energy grid for years to come."
Switzerland-based PFIFFNER Group develops, produces, and designs solutions for transmission and distribution systems, power generation, and railway electrification. PFIFFNER solutions and services are used by utility companies, power equipment industries, and energy facilities to measure, switch, test, and reliably transfer electricity up to 550kV.
"PFIFFNER Group has chosen now to expand in the United States as a result of modernizations and innovation across the electricity grid technology industry," said Marcel Rufenacht, CEO of PFIFFNER Group. "Georgia stood out to our team for its proximity to customers, strong infrastructure, supportive business environment, a quality education system, and an ideal, available site fitting our company's needs. We look forward to continuing to work with the State of Georgia, Heard County, and the many other partners who have supported the location of our new production facility."
PFIFFNER Group's new facility will be located at Franklin Industrial Park East on Highway 34 in Franklin. The facility will supply instrument transformers for high-voltage substations and transformer bushings for manufacturers and utilities. Operations are expected to begin in 2027.
PFIFFNER Group will be hiring for roles in electromechanical assembly, machinists, and machine operators, in addition to electrical and mechanical engineers, over the next few years. Interested individuals can learn more about PFIFFNER Group at www.pfiffner-group.com.

Good afternoon, and thank you for joining us to help provide more tax relief to hardworking Georgians today, among other great measures included in this budget.
I'm proud to be here today with the nation's best First Lady, Marty Kemp!
And we're both grateful for the people beside and behind me who overwhelmingly supported the passage of this budget.
Lt. Governor Burt Jones... Speaker Jon Burns... Chairmen Blake Tillery and Matt Hatchett... as well as all those on the steps behind us... thank you for the time and work that went into this budget that delivers for Georgia's taxpayers.
We're also glad to be joined by the Constitutional Officers here with us today...
And finally, I want to thank OPB Director Rick Dunn and his team, as well as my chief of staff Lauren Curry, for all the time and hard work they put into the budget process each year.
OPB and my team put in literally months of careful work, attention, and consideration into every line of our budgets... and the discussions and negotiations that lead up to this moment involve countless hours over long weekends and late nights.

The amended budget I'll sign today delivers meaningful relief to the people of Georgia while also making key investments that will drive our state's success for years to come.
I want to stress that while the document on that table amounts to a large sum... much of those funds are one-time spends and do not add long-term liabilities to the state that our children and grandchildren would have to pay back.
In fact, Georgia now has the lowest debt-to-revenue ratio since the state began issuing bonds in the 1970s... and enough money in our rainy day fund to keep state government working for nearly three months without any additional funds.
We're able to make wise use of these funds today and make generational investments in our state because of our conservative approach to budgeting...
And because of the belief that guides us in crafting and negotiating these budgets: this isn't the government's money... it belongs to the people of Georgia!

"This budget is more than just numbers on a page. It is a direct reflection of this General Assembly's commitment to each of our neighbors in every corner of our great state," said Speaker Jon Burns. "From returning nearly $2 billion directly back to hardworking taxpayers and homeowners and providing $2,000 pay supplements to state employees, to investing in healthcare, education, public safety and infrastructure--every Georgian can be proud of the investments we're making today to create a better, brighter future for our state."
The amended budget includes $2 billion in income and property tax relief for hardworking Georgians, as well as other key investments in education, workforce, public safety, and infrastructure. Specifically, that includes:
* Education and Workforce Development: $325 million to endow the DREAMS Scholarship program - the first-of-its-kind needs-based scholarship in Georgia history, $6 million for the Career Navigator tool to connect workers with quality job opportunities, and funding for new and enhanced programs at USG and TCSG institutions.
* Public Safety: An additional $150 million for the Department of Corrections to address critical bed space needs, over $9.7 million for additional Corrections Officers, $15 million for a new K-9 training facility at the Georgia Department of Public Safety Headquarters, and $50 million to assist communities in meaningfully addressing homelessness across Georgia and amongst the veteran community.
* Mental Healthcare: $409 million for the design and construction of a new Georgia Regional Hospital to significantly expand state mental health bed capacity.
* Transportation Infrastructure: Over $1.6 billion for the extension and bi-directional expansion of the I-75 express lanes in Henry County, $185 million for interchange conversions on SR 316 (University Parkway), $100 million for rehabilitation and replacement of rural bridges, and $250 million for local maintenance and improvement grants (LMIG).
* Rural Georgia: $15 million for rural site development grants, $35 million for a first-of-its-kind natural gas infrastructure program within the Georgia Environmental Finance Authority, and $8.9 million for the Georgia Forestry Innovation Initiative to support Georgia's timber industry.

Amended Fiscal Year 2026 Highlights:
* The Senate version of the budget supported middle class families by providing for both the Governor's income tax rebate and the House homeowner's property tax relief grant, and the House agreed to this appropriation.
* The Senate doubled the House's proposed contribution to Employees' Retirement System of Georgia by $50M, bringing the total to $100M in the final version of the budget.
* The Senate championed the support of mental health services and law enforcement by appropriating $409M for the construction of a 300-bed mental health services hospital, and the House agreed to this appropriation.
* $325M was appropriated for the Needs Based Scholarship Program - DREAMS - under the Georgia Student Finance Commission.
* The amended budget provided $45M for homelessness grants and $5M directed at eliminating homelessness in Georgia's Veterans community.
* Furthering the Lt. Governor's commitment to veterans, the Senate appropriated $500,000 to the Steven A. Cohen Military Family Clinic in Hinesville, GA, and the House agreed to this appropriation.
* The amended budget provided over $17M for new graduate medical education programs, specifically in Savannah, Brunswick, Augusta and Thomasville.
* Furthering the Lt. Governor's commitment to childcare, the Senate added $2.5M to the BOOST program, which provides after school care for children across the state, and the House agreed to this appropriation.

Continuing the state's comprehensive efforts to crack down on dangerous and illegal drugs from store shelves, Governor Gavin Newsom today announced 95% compliance rate fromCalifornia businesses with the removal of kratom products from California businesses.
Following a statewide education campaign through the California Department of Alcoholic Beverage Control (ABC) and the California Department of Public Health, in just three weeks, agents have removed more than 3,300 kratom and 7-hydroxymitragynine (7-OH) products from shelves at licensed businesses.

We've shown with illegal hemp products that when the state sets clear expectations and partners with businesses, compliance follows. This effort builds on that model -- education first, enforcement where necessary -- to protect Californians.

Foods, dietary supplements, and medical drugs containing kratom and 7-OH are illegal to sell or manufacture in California and pose significant health risks to consumers. Products made from kratom plants, which are native to Southeast Asia, or their derivative 7-OH, have appeared for sale in California establishments, often marketed as dietary supplements, drinks, or gummies.
Protecting Californians from kratom
According to public health officials, kratom and 7-OH are associated with addiction, serious harm, overdose, and death. These products have not been tested for safety, consistency, effectiveness, or accurate labeling and have not been approved for sale by the FDA. When combined with alcohol, prescription medications, or other substances, they can cause severe respiratory depression and fatal outcomes.
"Despite the wide availability of kratom-derived and 7-OH products, and unproven claims about their benefits, these products are associated with addiction, serious harm, overdose, and death, and have not been approved by the FDA as a food, supplement, or additive," said CDPH Assistant Director and State Public Health Officer Dr. Rita Nguyen. "It is illegal to manufacture or sell kratom or 7-OH products for consumption at any age. That policy is -- and remains -- our most health protective stance, and we appreciate partnership with ABC, CDTFA, and others in enforcing the law to protect Californians, especially our most vulnerable."
A Centers for Disease Control and Prevention (CDC) analysis found that kratom was implicated -- at least in part -- in 846 fatal overdose cases in 30 states and D.C. in 2022, the last full year for which data is available. This number is not inclusive of California-specific data. In California, according to a health department specific analysis, kratom was implicated in 242 deaths in 2020-2022, with 27 blamed solely on the illegal product.
In early October 2025, the Los Angeles County Department of Public Health announced additional fatal overdoses that were tied to kratom, of which also alcohol was present in all cases. A Los Angeles medical examiner identified three fatal overdoses in LA County residents between the ages of 18 to 40 years old, making the number of those affected a total of six. Those who were victims of kratom, were otherwise healthy, with no other substances identified as substantively contributing to their deaths.
This raised flags for county public health officials on the unregulated kratom products that are marketed as different products ranging from tablets or in liquid form, to the wider public with no warning on its effects. Those who are also affected by the rise in the kratom epidemic are young adults who are targeted through marketing tactics in stores.
On October 24, 2025, CDPH issued a statewide consumer warning declaring that foods, dietary supplements, and medical drugs containing kratom or 7-OH are dangerous and illegal to sell or manufacture in California. To date, CDPH has seized more than $5 million worth of kratom and 7-OH products under its authority pursuant to the Sherman Food, Drug, and Cosmetic Act.
Educating California licensees
On January 19, ABC agents began visiting licensed locations to educate licensees of the dangerousness of these products. Between January 19 and February 8, agents visited more than 2,600 locations throughout the state.
"ABC licensed businesses have once again demonstrated their commitment to protecting their communities and customers," said ABC Director Paul Tupy. "As we saw with illegal hemp products, we are seeing a high level of compliance with the law regarding kratom and 7-OH products. Our licensees have done an outstanding job removing these dangerous products from their shelves."
Full enforcement began on February 9, and since then, agents have conducted 1,839 licensee visits, bringing the total number of visits to 4,502. Agents have found nearly all licensed locations have been in compliance when visited, identifying only 61 violations. Investigations are ongoing on whether these licensees found in violation could face administrative actions against their licenses.
Building on successful hemp enforcement
This effort follows a similar enforcement initiative aimed at removing potentially dangerous, illegal hemp products from ABC licensees' shelves. Since October 2024, ABC licensees have achieved a 99.17% compliance rate regarding illegal hemp products. Since the beginning of 2026, no violations have been found in 2,612 visits.
The kratom enforcement campaign mirrors the state's successful strategy for illegal hemp products, prioritizing education through clear communication of the law, involves coordinated efforts between agencies, and ensures prompt enforcement action when necessary.
Why this matters
The state's enforcement will continue to target compliance at ABC-licensed locations to keep Californians safe from exposure to dangerous and illegal products. Businesses that fail to comply with the prohibition may face administrative disciplinary action, including suspension or revocation of their ABC license.
The following resources have been developed to raise awareness of the health risks and the fact that it is illegal to sell these products for consumption:
* ABC licensee advisory reminds businesses that kratom and 7-OH products are illegal to sell for consumption and informs retailers about ABC enforcement actions.
* Kratom fact sheet for local environmental health agencies who may want to take voluntary action or educational efforts on kratom and 7-OH in their jurisdictions.
* Letter to tobacco retailers that kratom and 7-OH products are illegal to sell for consumption and that retailers may be subject to legal actions and enforcement measures.
* Health care provider advisory with information about kratom and 7-OH, clinical recommendations and additional resources and references.
Consumers are advised to avoid using kratom-derived or 7-OH products as they are dangerous, illegal, and potentially deadly. To reduce risk of overdose, anyone who may use 7-OH is advised to never mix with alcohol or other drugs, know the signs of overdose, and carry naloxone. Naloxone is a life-saving medication used to reverse an opioid overdose, including overdose related to heroin, fentanyl, prescription opioid medications or 7-OH.
