PHILADELPHIA, June 24 -- The Acting U.S. Attorney for the Eastern District of Pennsylvania, Louis D. Lappen, has charged Leuk Kwan Chau, 21, of East Hampton, N.Y., with mail fraud, passport fraud and aiding and abetting.
