WASHINGTON, April 28 -- Rep. Donald M. Payne Jr., D-N.J., issued the following statement after the House passed a short-term funding bill, or continuing resolution, to keep the federal government open through May 5:
"There is no reason this far into the fiscal year that Republicans should have put us in the position of having to vote for a short-term spending bill to keep the government running.
"What's needed is a full funding bill that provides certaint . . .
