JUNEAU, Alaska, Feb. 23 -- Gov. Bill Walker, R-Alaska, issued the following proclamation:
WHEREAS, developmental disabilities are defined by the Center for Disease Control and Prevention (CDC) as "a group of conditions due to an impairment in physical, learning, language, or behavior areas;" and
