PITTSBURGH, Feb. 23 -- The American Cable Association issued the following statement by President and CEO Matthew M. Polka in response to the Federal Communications Commission's adoption of a notice of proposed rulemaking on the proposed transition to the Advanced Television Systems Committee 3.0 broadcast standard:
