Sen. Cardin Welcomes Reclaimed of Raqqa, Syria From ISIS

WASHINGTON, Oct. 18 -- Sen. Ben Cardin, D-Md., ranking Democratic member of the Senate Foreign Relations Committee, issued the following statement Tuesday after the U.S.-backed Syrian Democratic Forces announced they had reclaimed Raqqa, Syria from the ISIS:
