Twenty years ago, gaps in the U.S. government's ability to detect and respond to an attack on its information systems revealed that our national critical infrastructure was vulnerable to coordinated cyber attacks. The resulting 1997 Department of Defense exercise, Eligible Receiver 97 (ER97) program was widely viewed as a stark and alarming institutional wake up call.
