RICHMOND, Va., Oct. 13 -- The Virginia Lottery issued the following news release:
The Virginia Lottery believes in second chances, and now so does Rhonda Price. Through the Lottery's Winner's Circle/Colonial Downs Second Chance Race, the Christiansburg resident won the opportunity to "own" a race horse for a day at Colonial Downs. Her horse won the September 26th race, additionally awarding her with $2,250 -all stemming from her non-winning Virginia Lottery Scratcher tic . . .
