DENVER, Dec. 17 -- The National Conference of State Legislatures issued the following news release:
America has lost its lead as the country with the highest percentage of college-educated citizens and now is struggling to get it back. Just over half--56 percent--of students that enroll in a four-year institution earn a bachelor's degree within six years.
