LUSAKA, Zambia, Nov. 4 -- The U.S. Embassy issued the text of the following speech:

-Ladies and gentlemen

These are my first public remarks here in Zambia and, as such, this marks the very first time that I get to use this wonderful phrase: All protocols observed.
